A Prague man facing 12 counts of child sexual abuse following his arrest by area law enforcement authorities has waived his preliminary hearing and his arraignment has been set.
Formal charges were filed in Lincoln County District against Riley Draper, 35. He made an initial appearance before Special Judge Emily Mueller who set his bond at $100,000. She ordered Draper to have no contact with the alleged victims or any persons under the age of 18 as a condition of the bond.
She scheduled his preliminary hearing for Jan. 23, 2025. On that date, he waived his preliminary hearing. Judge Mueller scheduled his arraignment 9 a.m. Feb. 18.
Counts 1 and 2 against Draper accuse him of committing the crime of sexual abuse of a child between April 27, 2024 and Oct. 21, 2024 with an eight-year-old.
In counts 3 and 4, he is charged with committing sexual abuse of a child between Jan. 20, 2024 and Oct. 21, 2024 with a four-year-old.
Counts 5 and 6 accuse Draper of committing sexual abuse of a child between May 9, 2024 and Oct. 21 2024 with a three-year-old.
In counts 7, 8, 9, 10, 11 and 12 he is charged with committing the crime of sexual abuse of a child between May 10, 2024 and Oct. 21, 2024 with a seven-year-old.
In a probable cause affidavit, Tony Foreman, an investigator with the District Attorney’s Office, states that on Oct. 21, 2024 a woman made a report with the Prague Police Department concerning Riley Draper and possible alleged crimes against some children.
According to the affidavit, the woman later agreed to participate in a phone call at the Prague Police Department in which Draper reportedly admitted to the allegations.
