Lincoln County commissioners this week approved submitting the Fiscal Year 2024 Estimate of Needs to the County Excise Board and tabled naming a construction manager for the jail renovation and expansion project.

County Clerk Alicia Wagnon advised the commissioners the Estimate of Needs totals more than $10.4 million. A special joint meeting of the elected officials and the department heads with the Lincoln County Excise Board took place on Wednesday (after this newspaper went to press).

Commissioners also held up approving an agreement with Flintco as construction manager on the jail renovation and expansion. Design is under way at this time on the project that is estimated to cost more than $4 million.

They indicated they will take that up again at their next meeting.

Without going into executive session, commissioners discussed and then decided to leave the nonexempt status of Emergency Management Director Cody McDonnell in place rather than making him an exempt employee.

They voted in favor of hiring a third Emergency Management employee and will advertise for that position.

In other business, commissioners: Closed out a District 1 REAP grant.

Approved applying for the Trash Cop Solid Waste Grant program for 2024 on behalf of the Lincoln County Sheriff.

Awarded six-months bids for rock, lumber and other items.

Approved a Lincoln County Detention Center Commissary proposal.

Approved a Benchmark Inmate Commissary agreement for the Lincoln County Sheriff’s Office.

Approved an annual contract for inmate communication services between NCIC Inmate Communications and Lincoln County Sheriff’s Office.

Agreed to a contract between Western Plains Youth and Family Services and Lincoln County.

Approved receiving the minutes from the Treasurer’s Office of the proceedings of the 2023 resale of property and delinquent taxes.

Approved and signed the resale property fund 2023 financial statement.

Approved the Lincoln County Treasurer’s Employee Personnel policies.

Approved a Workforce contract with Lincoln County.

Took no action on purchase of Surface Pros in order to digitalize commissioner meetings.

Approved the title sheets for two bridges in District 2.

Approved a Circle 9 Division Order contract.

Adopted a resolution renewing the lease agreements and signed insurance verification for FY24 for equipment leased through the County Road Machinery and Equipment Revolving Fund.

Approved the use of Use Tax Funds to assist with lease payments.

Adopted a resolution for County lease renewal agreements.

Adopted a resolution accepting an insurance check received for hail damage repairs on a 2021 Ford F250.

Approved a Child Abuse Prevention Fund Committee report and recommendation.

Approved setting up a new donation account for District 3 by resolution.

Although discussed at length a medical marijuana business permit, took no action.

Agreed to continue the contract with the grant writer at 12 hours a week for three months.

Approved a lease agreement between Pitney Bowes and the Lincoln County Health Department.

Approved a declaration of surplus for Emergency Management.

Approved a lease agreement between Emergency Management and Double J Storage for 2024.

Approved the Purchase Card Payment Approval form.
