Lincoln County commissioners this week approved a payment to the IRS for E-911 back taxes and agreed to pay that out of the General Fund.

The payment reportedly is for $37,356,84 if paid by the end of December.

District 3 Commissioner Lee Doolen, who is also chairman of the commission, emphasized, “This is the 911 Trust Authority’s debt, not Lincoln County’s. This is a one time deal,” he added.

Doolen then asked, “Who in their right mind doesn’t pay taxes”?

It was pointed out that the former director of the 911 Trust Authority apparently was paying during some quarters and skipping some.

Doolen noted the Trust Authority is supposed to handle having its own audits done, commenting that’s it not the responsibility of the County. He further indicated those audits were not being done.

Commissioners declared Dec. 31 as “Lila Wilson Day” in the county. She is retiring after nearly 47 years of service with the county and Doolen said Monday’s commissioners’ meeting was her last one.

Commissioners also approved Certificates of Appreciation for Wilson and two other retirees, Phillip Flowers and Scott Lindsey.

The commissioners took no action to approve bid specs for an OSU Extension Office Building nor did they take any action on approving a bid process to procure an architect for the OSU Office Building project.

The commissioners approved an amendment to a food service agreement between Lincoln County Jail and Tiger Correctional Services.

In other business, commissioners: Meeting as the Lincoln County Educational Facilities Authority, approved the 2024 meeting schedule.

Adopted a resolution setting up a BIA account for Bridge projects in District 2.

Adopted a resolution to accept a donation for District 2.

Approved the Title Sheets for two bridges in District 3.

Adopted a resolution accepting a Pottawatomie County bridge as Lincoln County bridge inventory.

Approved a reimbursement resolution for funds collected from E-911 phone fees.

Approved a settlement distribution statement from Milestone.

Agreed to Circuit Engineering District Auction policies.

Approved a County utility relocation agreement with Central Oklahoma Telephone Co., LLC.

Approved a reimbursement contract with DEQ for Solid Waste grant.

Took no action on exempting public utilities paying road crossing permit and flood plain fees.

Approved a Memorandum of Understanding between Lincoln County Emergency Management and the Kickapoo Tribe.

Approved a Memorandum of Understanding between Lincoln County Emergency Management and the Iowa Tribe of Oklahoma Fire Department.
