Sunday, July 21

Ofc. Wells met a woman at the Lincoln County Farm Center, where she had located a vehicle in the parking lot that she had reported stolen in Oklahoma City. The woman said the car had been taken earlier in the morning from a sober living facility where she lives by someone also living at the facility. After Wells notified OCPD that the vehicle had been found, the woman took possession of the car.

Monday, July 22

Lt. Phipps responded to Westgate Apartments after the Comm Center received a request for a welfare check. Upon arrival, Phipps was invited inside by relatives of the person to be checked - a woman living alone with MS and mental health issues. The relatives believed the woman may have been using drugs again. Lt. Phipps noted that the woman appeared under the influence and found a crystal-like substance on a notebook. He asked the woman if she had taken her medications and recently used methamphetamines, to which the woman said yes. He then asked if she wanted to go to a medical facility for help, and she said yes. Chandler EMS was called, but before they could transport her, the woman changed her mind and refused medical care. She was then taken into custody and transported to the Lincoln County Sheriff’s Office, where she was booked for possession of a controlled, dangerous substance and possession of drug paraphernalia.

Tuesday, July 22

Lt. Phipps was on patrol in the parking lot of Walmart when he noticed a man acting suspiciously. After watching the man enter the store, he informed asset protection to keep an eye on him. The employee, in turn, asked him to have a vehicle that had been abandoned in the parking lot since July 8 impounded. As Phipps was taking care of that, the man exited Walmart and got into a car. Lt. Phipps got the tag number and followed the car, pulling it over after the man ran a stop sign and committed other traffic violations. Comm Center informed Phipps that the two men in the car had suspended licenses, and one had an in-state warrant for California. Phipps took the driver into custody for driving under suspension, failure to stop at a stop sign, and failure to signal a turn , and the car was impounded. Phipps also found 39 Cimarron Casino Iowa Tribe gaming cards in 29 different names and contacted the Iowa Tribe Police Department to check for any possible fraud/identity theft issues.

Friday, July 26

Ofc. Hawkins was sent to the rodeo arena near the football field in reference to a sexual battery that happened to a woman who had gone to watch the rodeo. The Chandler EMS put in the call when the woman approached them, saying she felt unsafe leaving with the man she had arrived with. The woman said the man slapped her on the but- tocks and would not let her have space. Davenport Ofc. Buzick and Sac and Fox Ofc. Smith went to find the man in the parking lot. During this time, a second woman approached Ofc. Hawkins and said the man had picked her up, touched her buttocks, and was following her around, making her feel uncomfortable. After locating the man, he admitted to slapping the first woman on the rear and wanted to apologize. He also admitted to picking up the second woman and said he might have touched her buttocks. He was taken into custody for two counts of sexual battery and transported to the Lincoln County Jail.

Saturday, July 27

Lt. Phipps responded to a shoplifting call fromWalmart. The asset protection employee had a young woman in her office with items she attempted to steal. Two juveniles had been with her but refused to come back into the store. The woman had $57.81 worth of items in a backpack and on her person. The woman admitted to stealing and said she and the two juveniles had planned everything. She was then taken into custody and transported to the Lincoln County Jail for entering with intent to commit larceny and larceny from a retailer.

Tuesday, July 30

Lt. Phipps was on patrol when he noticed a van being driven by a man who didn’t have a license the last time Phipps had spoken to him. He followed the vehicle and noticed the man was not wearing a seatbelt and that he was speeding. Phipps pulled the van over. He confirmed that the van was not registered nor did it have insurance. Both the man and woman in the car had suspended licenses, and Phipps found open containers of alcohol. Comm Center said the man had an open warrant in Pottawatomie County.The man was taken into custody and transported to Lincoln County Jail for driving under suspension, failure to wear a seatbelt, no insurance, expired tag, transporting an open container of liquor and failure to signal turns. The Pottawatomie warrant was later found to be for a different man with the same name.
