Manslaughter charge filed

A Meeker man faces a first degree manslaughter charge after the vehicle he was driving was involved in a fatal multiple traffic collision in Lincoln County in late August.

Michael Lee Angel Figueroa, 31, was charged in Lincoln County District Court Oct. 8 with first degree manslaughter and two counts of DUI with BAC of .08 or more— Great Bodily Injury.

A$50,000 bench warrant was issued for the arrest of Figueroa and later returned. He made an appearance before Associate District Judge Joe Dobry who has set the case for 9 a.m. on Oct. 16.

Count 1, first degree manslaughter, accuses Figueroa on about Aug. 23, 2025 of causing the death of an 11-month-old, which occurred at U.S. 177 and U.S. 62 as the direct result of an event which happened while Figueroa was in the commission of a misdemeanor by reckless driving.

Or in the alternative on Aug. 23, 2025 of causing the death of an 11-monthat U.S. 177 and U.S. 62 which occurred as a direct result while Figueroa was in the commission of the misdemeanor of driving while under the influence of alcohol and/or drugs.

In Count 2, Figueroa is accused of causing an accident at U.S. 177 and U.S. 62 in which a two-year-old female suffered head and / or brain injuries while the defendant was driving/operating his 2021 Ram 3500 pickup truck and was driving under the influence of alcohol/or marijuana, making the defendant incapable of safely driving a motor vehicle.

Count 3 accuses Figueroa on Aug. 23, 2025 of causing an accident at U.S. 177 and U.S. 62 in which Derrick Wissman suffered head and/or brain injuries while thedefendantwasdriving/operatinga2021 Ram 3500 pickup truck and was driving under the influence of alcohol and/or marijuana that made the defendant incapable of safely driving a motor vehicle.

According to the report prepared by State Trooper Preston Davis, Figueroa, who was interviewed, admitted to having smoked marijuana earlier that morning and he agreed to a consensual blood draw and was transported for specimen collection.

The report also stated that DerrickWissman and M.W. were admitted in critical condition to ICU in OU Medical Center where they spent several weeks for treatment of multiple injuries including head and brain.

Both were discharged later to outside rehabilitative centers for further treatment.

According to the report, Stephanie Wissman, driver of a 2020 Chrysler, was transported to SSM Health in Shawnee for treatment.

In his report, the trooper states at about 10:27 p.m. on Aug. 23, 2025 a 2023 Freightliner driven by Henry Jefferson was stopped northbound at a stop on U.S. 177 waiting on a truck and trailer to clear the intersection at U.S. 62. On the southbound side of the intersection the Chrysler driven by Wissman was stopped at the stop sign. Traveling south behind the Chrysler was a 2021 Ram 3500 driven by Figueroa.

Trooper Davis states in his report that as the truck and trailer had nearly cleared the front of the Freightliner, Jefferson began to enter the intersection. At the same time, Figueroa was traveling at a high rate of speed and failed to obey the traffic control devices.

Heappliedhisbrakes—1.8secondsprior to event data recording, slowing from 72 miles per hour down to 39 miles per hour at impact, striking the Chrysler on the rear passenger side with the front driver side. The trooper states the impact caused the Chrysler to then accelerate to 34 miles per hour in 0.09 seconds and strike the driver side of the Freightliner with its front end.
