Chandler man arrested on child porn charges

A Chandler man who reportedly secured a job with Oklahoma Juvenile Affairs in Tecumseh recently faces five felonies related to alleged crimes dealing with child pornography.

Three charges were originally filed in early September in Lincoln County District Court against Jerrod Tyler Collins, 37.

They included distribution of child pornography, possession of child pornography and violation of Oklahoma Statute via computer, all felonies.

Collins appeared before Associate District Judge Sheila Kirk and she set his bond at $15,000. He made his initial appearance before her on Sep. 3 and she scheduled his pre-preliminary hearing for Oct. 17.

On Sep. 11, 2024, the state filed two more counts against Collins of possession of child pornography. At that time, the state also filed a motion seeking to increase bond for Collins or in the alternative to impose conditions of the bond.

Count 1 against Collins accuses him of between Dec. 19, 2023 and Aug. 20, 2024 of distributing child pornography by sharing child sexual abuse material on social media platforms.

In Count 2, he is charged during the same time frame of possessing child pornography, images of child sexual abuse material when he knew the nature and character of the contents of the child pornography was in his Synchronoss Technologies Inc. account.

Count 3 accuses Collins on April 18, 2024, of possession of child pornography by possessing images of child sexual abuse material when he knew the nature and character of the contents of the child pornography was in his Snapchat account.

In count 4, Collins is accused on April 20, 2024 of possession of child pornography by possessing child images of sexual abuse material when he knew the nature and character of the contents of the child pornography was on his Samsung cellular phone.

Count 5 charges Collins between Dec. 19, 2023 and Jan. 1, 2024, of violation of Oklahoma State Statute via computer by storing data in his Samsung phone device, a computer system, for the purpose of using such access to possess and distribute child pornography.

In a probable cause affidavit, officers state that on Dec. 19, 2023 Synchronoss Technologies, Inc., created National Center for Missing and Exploited Children report saying a user phone, that would be identified as that of Collins, had uploaded one child sexual abuse material file.

The following day, Dec. 20, 2023, Synchronoss Technologies, Inc., reported the same user number uploading two files of child sexual abuse material.

On Dec. 26, 2023, Synchronoss Technologies, Inc., reported the same user number uploading one file of child sexual abuse material.

On Jan. 1, 2024, Synchronoss Technologies, Inc., reported the same user number uploading two files of child sexual abuse material.

According to the affidavit, on Jan. 24, 2024 Oklahoma State Bureau of Investigation Agent Blaine Phillips obtained a search warrant for the Synchronoss Technologies, Inc., account associated with the phone number which was that of Collins.

The agent learned Collins had an address in Chandler and device to access the account that was a handset Samsung.

The affidavit states that deconfliction of Collins’ accounts found a cyber tip had been sent to Pittsburg County, Okla., that was not open. A Cyber tip line report was created by Snapchat on April 18, 2024 showing that the user number uploaded and shared one child sexual abuse material file.

An Oklahoma Department of Human Services request for information from the OSBI found that Collins was receiving family support services on July 8, 2024 at his Chandler residence and that Collins does not have any child welfare involvement.

OSBI Agent Rachell Savory learned Collins had rented the Chandler residence and had recently secured a job with the Oklahoma Juvenile Affairs in Tecumseh.

The affidavit notes that on Aug. 20, 2024 a search warrant was conducted at Collins’ Chandler residence. Agent Savory interviewed Collins who admitted to downloading, saving and sharing child pornography.
