Rape charges for Stroud man

A Stroud man faces two first degree rape charges and a third felony count with a minor following his arrest by Stroud police.

Shamus Patrick Palermo, 48, was formally charged July 17 in Lincoln County District Court with the two rape counts and soliciting sexual conduct or communication with a minor by use of technology.

He first appeared July 10 before Associate District Judge Sheila Kirk and she set his bond at $100,000 stipulating that he have no contact with the victim as a condition of the bond.

Palermo made his formal initial appearance before Judge Kirk on July 17, a further initial on July 31 and his next court date is Sep. 11.

Count 1 accuses Palermo of first degree rape between May 16, 2017 and May 15, 2019, with a minor between the age of 11 and 13. In Count 2, he is charged with first degree rape in the same time period with the same minor under 18 years of age with the alleged crime occurring at 309 W. 5th Street in Stroud, the information says.

Count 3 charges him between May 16, 2017 and May 15, 2019 of engaging in communication for sexual interest with a minor by sending messages through Facebook to the same minor who was between 11 and 13 at the time, for sexual or prurient interest in Lincoln County.

Stroud Police Chief Clint Gaylord states in a probable cause affidavit the investigation began on July 6 this year with Stroud Officer Christian Martin interviewing the victim, now 17, at the Stroud Police Department.
