Commissioners discuss lawsuit

Lincoln County Commissioners this week took action involving a federal lawsuit filed against them and Sheriff Charlie Dougherty.

They voted to authorize legal Counsel to negotiate up to an amount they discussed in executive session and appointed District 1 Commissioner Carl Munson as spokesperson for the commissioners.

“Anything above the discussed amount, Munson will bring back to the commission,” Chairman Lee Doolen explained.

The lawsuit was filed by Sabrina Marie Tice. A source said Tice is a former employee of the Sheriff’s office.

The commissioners approved payment to Casco Industries for the skid unit portion of a CDBG grant for Lincoln County for Jacktown Fire Department.

Paul Simpson, with the Central Oklahoma Economic Development District (COEDD), explained this is for the grant fund balance of $63,800.

Commissioners adopted a Use Tax resolution to authorize payment for I.T. improvements to the Emergency Management Room from the Use Tax Fund.

A bid was awarded for a new wash rack at the county fairgrounds. The low bid submitted was for $62,000 from Utilities Field Services.

They tabled action on a job description for the Courthouse Facilities manager.

They approved a plat map for Chenal Estates in District 1.

No action was taken approving a policies and procedures manual for the county purchase card.

And no action was taken regarding CARES Act reimbursement funds.

Bids were opened for digital ballot printing, but deferred until the commissioners’ Dec. 17 meeting.

Six-month bids also were opened for rock, lumber and other related items and commissioners also deferred them until the Dec. 17 meeting so they can be tabulated.

Commissioners changed the time for their meeting on Jan. 4, 2021 to start at 8:40 a.m., then recess for the swearing in of newly elected officials at 8:45. Doolen said the meeting will resume afterwards.
