A Chandler man has been charged with domestic assault and battery by strangulation after an incident that reportedly occurred in Meeker last month.

Ian Kyle Almand, 30, of 1010 Road in Meeker, was formally charged in Lincoln County District Court with the felony on Feb. 4 of this year.

He is accused of the felony by grabbing a woman by the throat on Jan. 12 and impeding her ability to breathe.

Special Judge Emily Mueller set bond at $5,000 for Almand with the condition he have no contact with the victim. She set an initial appearance for him at 1:30 p.m. on Feb. 18.

In a probable cause affidavit, Meeker Police Officer Wade South reports that he made contact with a 24-year-old female a little after 7 a.m. on Jan. 12 as she walked into the lobby of the police department. He said the woman seemed distraught and beside herself.

South stated he tried to calm her down and asked her what happened. The woman told South she had been staying outside all night and he asked her where she had been staying.

She stated she lived on North Oak in Meeker.

The officer states in the affidavit he knew from history of that residence and asked her if there was an assault that took place there.

South reported she began crying and shaking her head yes. He inquired did she need medical attention. She told South she didn’t.

At that point the officer asked Lincoln County Dispatch to send first responders to check her out since she had stayed out in extreme weather conditions overnight. Meeker Fire Department responded, South said, and determined that she was okay.

The affidavit states she refused an ambulance and transport to the hospital.

When the officer asked had she been assaulted, she reportedly began sobbing and crying.

South requested that Morgan Stewart, an investigator with the District Attorney’s District 23 Drug and Violent Crimes Task Force, come and speak with the woman.

South stated while he and the woman were waiting on Stewart, the woman told him she and the suspect, later identified as Almand, had allegedly gotten into a fight after Almand requested she bring some supplies to her house to which she has a lease agreement.

The officer reported the victim had visible bruising and scratches on her hands.

According to the affidavit, the DA investigator advised South the victim had bruising around her lower neck areas, her hand and fingers were also swollen and she had petechia in her right eye and the eye lid.

Stewart advised the officer all of that was consistent with being strangled, the affidavit states.
