Ludwig said he drove in the left lane of travel and observed two men inside the minivan. The minivan slowed to 60 miles per hour when he was driving next to them and he activated his emergency lights to conduct a traffic stop.

As the trooper made a passenger side approach to the vehicle, he said he observed a strong odor of raw marijuana emitting from the vehicle. Ludwig requested Nguyen to produce his Texas driver’s license and noticed he had noticeably trembling hands.

The trooper indicated that Nguyen gave numerous signs of criminal activity.
