Lincoln County commissioners have voted to make the jail expansion and remodel an ARPA funded project.
They also have approved an agreement with the Oklahoma Department of Transportation and the Oklahoma Turnpike Authority regarding the 930 Loop project.
Both of their actions came during a recent special meeting of the commissioners.
Commissioners approved ARPA funds of up to $4.6 million for the jail expansion and remodel project.
District 3 Commissioner Lee Doolen, who is chairman of the commission, noted the project has been a long time in the making. Final design work is under way at this time.
On the 930 loop, Doolen explained, “The Oklahoma Turnpike Authority is replacing a bridge over SH 66 near Wellston. The OTA is paying for it and paying the cost of the paving of the 930 loop,” he added.
He noted previously the project is not part of the Turnpike Authority’s Access Oklahoma which has been held up and is awaiting the Oklahoma State Supreme Court to decide several lawsuits filed against the OTA.
It was mentioned in the special commissioners meeting the bridge is about 704 feet long.
Doolen said the loop is for emergency type vehicles to use while construction takes place. He also stated he hopes they bid the project in July.
In the regularly scheduled meeting, the commissioners this week approved the temporary appropriations for the 20232024 Fiscal Year and also discussed the 2023-2024 Estimate of Needs.
The temporary appropriations total around $5 million, District 3 Commissioner Lee Doolen said, who is also chairman of the commission.
He said the Estimate of Needs is approximately $11 million. That agenda item was for discussion only and commissioners took no action.
Commissioners also adopted resolutions appointing directors of the Arlington County Fire Department and the Fallis County Fire Department.
In other business, commissioners: Approved and accepted a letter on the resale property fund information for FY 2023-2024.
Approved F.D.I.C. depository agreements for BancFirst Chandler, First Bank and Trust Co. Stroud, Vision Bank Prague, Payne County Bank of Chandler. Adopted a resolution designation of County Depository Banks.
Approved the July 1, 2023 Lincoln County Investment policy.
Opened six-month bids for rock, lumber and other items and tabled them until a further meeting.
Approved a declaration of surplus for the Sheriff’s Department and approved disposing of equipment for the Sheriff’s Department.
Approved a Central Oklahoma Workforce Development Area Consortium Operations Agreement.
Adopted a resolution setting up a new account for a BIA bridge.
Tabled action on Surface Pro Quote from Apprentice.
Approved the SEFA report for FY end ing June 30, 2022.
Approved payment to property owners for rightof- ways for two bridges in District 2.
Adopted a resolution to increase County Officers travel allowance pursuant to passage of Senate Bill 951.
Approved and signed ODOT forms for an EW 750 Rd. bridge in District 2.
Approved the ACCOSIF 2023-2024 Workman’s Compensation renewal quote and signed the resolution.
Approved a county utility relocation agreement at EW-850 over Salt Creek with the Central Oklahoma Telephone Co.
Adopted a reimbursement resolution for the County Election Board.
Approved an interlocal agreement between the Boards of County Commissioners of Pottawatomie and Lincoln counties.
Approved an agreement with the Canadian County Juvenile Detention Center with Lincoln County and an agreement with ROCMND Craig County Detention Services with Lincoln County.
Took no action on appointing a District 3 member to the Lincoln County Industrial Development Authority Board.
