Commissioners create weed slot for DA

Lincoln County Commissioners this week authorized a position for the District Attorney’s Office to focus on marijuana grow operations.

County Commission Chairman Lee Doolen explained, “We’re not interested in hindering any legal operations. We’re only wanting to stop illegal operations and illegal activities.”

The commissioners’ action came following a lengthy discussion with District Attorney Alan Grubb and one of his assistants and others, Doolen said.

Since the marijuana issues was listed as a discussion only item on the agenda, the commissioners’ action came later as they authorized the position while approving temporary appropriations for Fiscal Year 2022. Doolen said the appropriations total a little less than $5 million, around $4.6 to $4.7 million.

Doolen commented on a situation that a lot of people are interested in following the recent heavy rains throughout Lincoln County.

“We’re trying to get to the county roads as soon as we can throughout all three districts,” he stressed. “Really, it’s like this throughout many areas of the state,” he added.

Commissioners, in other action, approved intent for release of funds for a Community Development Block Grant and all associated documents. The CDBG grant totals $129,156 and is for fire equipment which will provide two brush rigs for the Arlington Fire Department.

They approved a sub-grant agreement with the Absentee Shawnee Tribe of Oklahoma in the execution and maintenance of the SMART FY 2020 support for the Adam Walsh Act Implementation Grant program. Doolen said this will provide a vehicle for the Sheriff’s Office to check up on those on the sex offender list throughout the area.

An Inmate Telephone and Video Visitation Service Agreement and Commissary Software, Hardware and Fulfillment Contract between the Lincoln County Sheriff’s Office and Prodigy Solutions was approved. Doolen stated this was the same company that has been used for several years.

Commissioners also approved the Cooperative Extension Service Agreement between the OSU Extension Service and them.

The commissioners adopted a resolution creating a REAP Grant account for District 1 and put that in a three-month Certificate of Deposit with Vision Bank.

Following a brief executive session, they returned to open meeting and authorized District 1 Commissioner Carl Munson to negotiate the purchase of real property.

They also approved an annual interlocal cooperative agreement with Circuit Engineering District No. 4.

Commissioners agreed to begin the bid process on county property located in Lot 21 of Britton Road Hideaway Estates in District 2.

In other business, Commissioners:

Opened six months bids for rock, lumber and other related items and deferred them for review.

Approved a Detention Services Agreement with Sequoyah Enterprises in LeFlore County.

Adopted a resolution designating County Depository Banks for FY 2022.

Approved the Lincoln County Investment Policy.

Determined the investment plan for American Rescue Plan Act (ARPA) funds.

Adopted a resolution accepting a donation in the amount of a $150 gift card from Chandler Wal-Mart to be used for lawn beautification.

Approved a resolution and intent to participate in the Association of County Commissioners of Oklahoma– Self Insured Fund and decided to make a one time payment.

Adopted a Use Tax Resolution authorizing commissioners’ lease payments to be paid from the Use Tax Fund.

Approved a resolution to create a revolving equipment account within the Highway Cash Fund.
