A man has been charged with one felony count on Aug. 21, following an alleged forgery incident in July.
Zheng Tang Liang, 58, waschargedonAug.21with one felony count of filing a false/forged instrument. A bench warrant had been issued for his arrest onAug. 3 with a $5,000 bond. Liang’s initial appearance will be on Sept. 10, according to court documents.
On or about July 27, Liang allegedly submitted a Certificate of Occupancy to be filed at the Oklahoma State Fire Marshal’s office via online submission for a business on S. 3540 Road in Stroud, the filing said.
According to the probable cause affidavit, the certificate was provided for a commercial marijuana producer/grower. It was requested to be reviewed by Agent Tony Sessions of the Oklahoma Medical Marijuana Authority (OMMA), and also reviewed byAgent Daryl Beebe of the Oklahoma State Fire Marshal’s Office. During this time, it was determined by Beebe to have been altered.
Beebe stated that the font on the document wasn’t the correct font of an official certificate. It also had incorrect certificate and file numbers.
The probable cause affidavit also stated that the date of the certificate issuance was incorrectly noted asJune1,2026,eventhough a State Fire Marshal agent performed the 50-percent construction inspection at the location on June 22. A Certificate of Occupancy by the State Fire Marshal’s Office is only issued at the conclusion of the 100 percent construction inspection.
