A Meeker man has been arrested and charged with two felonies related to minors.
Cecil Dale Woodward, 42, was formally charged in Lincoln County District Court on May 13 with obscene material, buying, possessing, procuring, a felony and soliciting sexual conduct or communication with a minor by use of technology, a felony.
Woodward made his initial appearance on May 13 before Associate District Judge Sheila Kirk and she set his bond at $10,000. The judge continued that appearance until May 20.
Count 1 accuses Woodward on May 7 this year of committing the crime of possession of child pornography by possessing a video of an adult male engaging in sexual conduct with a minor under the age of 18 on his cell phone in Meeker.
Count 2 charges Woodward on the same date of committing the crime of engaging in unlawful communication for sexual interest by use of technology by facilitating, encouraging, offering sexual conduct and/or sending text messages for sexual or prurient interest in Lincoln County to an individual posing as a 15-year-old boy.
Lincoln County Deputy Sheriff Gage Elder stated in a probable cause affidavit that he was dispatched on May 7 to a residence on E. 1000 Road, Meeker regarding Woodward possessing child pornography. Elder said he was advised by dispatch that Oklahoma Predator Prevention was out at the located address with someone they had been tracking.
Elder further noted he noticed the Oklahoma Predator Prevention crew was recording.
As the investigation continued, other personnel from the Sheriff’s Office, among them Deputy Memphis Anderson and Capt. Larry Stover Sr., became involved with the scene.
Elder reported that later he transported Woodward to the Lincoln County Jail in Chandler to be booked on the charges and he released Woodward to the on-duty jail staff.
