Routine stop leads to drug charges

Stroud police officers recently arrested a man and woman on two felonies each following a routine traffic stop earlier this month.

David Michael Dugre, 30, and Jennifer Rachel Smart-Fixico, 45, were each formally charged in Lincoln County District Court July 8 this year with aggravated trafficking in illegal drugs and possession of stolen vehicle, both felonies.

Dugre also faces three misdemeanors and Smart-Fixico has been charged with two misdemeanor counts.

Each of the defendants appeared before Associate District Judge Sheila Kirk.

She set bond for Dugre at $150,000 and $125,000 for Smart-Fixico. Dugre’s pre-preliminary hearing is scheduled for July 18 and Smart-Fixico made an initial appearance on July 15.

The misdemeanors Dugree faces include possession of Controlled Dangerous Substance, unlawful possession of drug paraphernalia and obstructing an officer.

Smart-Fixico was charged with possession of Controlled Dangerous Substance and unlawful possession of drug paraphernalia, both misdemeanors.

In Count 1 against them, each is charged on July 2 of possessing an excessive amount of over 1.5 pounds of Fentanyl, a CDS.

Count 2 charges each on the same day of possessing a TravelMaster Moped of which had been stolen from Norman by parties unknown but they were not entitled to the possession of the vehicle, the information states.

In Count 3, they are charged with possessing marijuana, a CDS.

Count 4 charges each with possessing a bong and pipe used by abusers of drugs classified as CDS.

Dugre’s third misdemeanor count accuses him of obstructing Stroud Police Officer Tammi Batman in the performance of her duties by providing her with a false name.

In a probable cause affidavit, Batman states she was on patrol after midnight on July 2, 2024 in the area of 7th Street and 4th Avenue in Stroud traveling east on 7th when a U-Haul truck traveling west failed to dim its bright lights.

She said she turned around on the U-Haul to conduct a traffic stop.

Batman advised the driver why she stopped her and Smart-Fixico apologized, saying she didn’t know that.

The driver told Batman she was traveling to Springfield, Mo., but was looking for an Osage casino and that her GPS had her lost.

The officer stated in the affidavit that she noticed the driver to be nervous. Stroud Officer Rickashea Gilley went to speak with Smart-Fixico as Batman returned to her unit to run a records check.

Batman asked the driver for her rental agreement paperwork, but Smart-Fixico was having trouble getting it to pull up on her phone. Batman asked the driver was there anything illegal in the vehicle or inside the back of the U-Haul and the driver told her no.

Batman advised the driver that Officer Gilley, her partner, was a K9 handler and that she was going to have him run the dog on the vehicle.

The K9 Arko alerted on the vehicle, and the driver and passenger, Dugre, were asked to exit the vehicle. Dugre had first given his name as Samuel Dillon Smart.

As the investigation continued, officers determined the Moped had been stolen, drugs were found and confiscated and both Smart-Fixico and Dugre were transferred to the Lincoln County Jail in Chandler where they were booked on the charges.
