Ambulance election: July 13

Lincoln County Commissioners this week adopted a resolution calling a special election hoping voters will approve the formation of an Emergency Medical Services District.

The special election will be held July 13 this year.

They also indicated during their next meeting they may add a separate proposition to the ballot for funding a new jail at the same election.

After briefly discussing it again, District 1 Commissioner Carl Munson made the motion to approve the resolution and District 2 Commissioner Marlon Miller seconded it.

Joining them in approving it was District 3 Commissioner and Commission Chairman Lee Doolen.

David Floyd of the Floyd Law Firm explained to the commissioners he prepared two versions of the proposition, recommending the second version which the three commissioners concurred was preferable.

If approved, it will include the levying and assessing a new special annual recurring ad valorem tax of three mills on the dollar of assessed valuation, in addition to all other levies upon all taxable property in Lincoln County.

If the ballot measure is approved, it will provide funds for the support, organization, operation and maintenance of ambulance and emergency response services in Lincoln County.

The version commissioners approved during their meeting on Monday allows them flexibility that if in the future present ambulance services no longer wanted to be in the business, commissioners could then set up their own by not having to go back to voters and ask them for approval.

In a related motion, The Floyd Law Firm, P.C., was engaged to act as special counsel to the county in connection with calling and holding of the July 13, 2021 special election.

It was pointed out this proposition requires only a 50 percent majority of the voters to pass.

Doolen spoke up and said he wants to do the new jail funding on the same ballot. That would require a separate proposition and would be an ad valorem tax issue as well.

Commissioners were informed they still had plenty of time to do that, and the lawyers advised them, “Everything has to be to the Election Board by May 13 for the July 13 election.”

In other business, the commissioners approved an engineering contract with EST for the replacement of three bridges. They also adopted a resolution to use County Roads and Bridge funds to pay for the $150,000 cost.

They also voted to authorize Munson to do whatever is necessary in granting permission to Lincoln County Rural Water District 1 to dig an 8-inch wide and 5 feet deep ditch for a drain line.

Commissioners also:

Took no action on District 2 purchasing a CAT Excavator.

Approved a partial vacation and amendment to the Landmark Trail III plat in District 1.

Adopted a donation resolution accepting a 10,000 gallon water tanker from Osage County.

Approved allowing Wilson, Dotson and Associates to prepare temporary appropriations for Fiscal Year 2022.

Approved Lincoln County’s FY2022-FY2027 CIRB Six-Year Allocation Plan.

Approved a Declaration of Surplus for District 2 and adopted a resolution to dispose of equipment in District 2.

Approved transcript of proceedings for the sale of County property located at Lot No. 13 of Pecan Meadows in District 2.

Approved a County deed for that property in District 2.

Approved SEFA reports for Fiscal Years 2019 and 2020.

Approved a Detention Services Agreement between Tulsa County Juvenile Detention Home and Lincoln County.

Adopted a resolution on amending road specifications.

Took no action on purchase of lease of Radio Tower property in District 2.

Accepted the resignation of Jerry Smith as a Fair Board member in District 3.

Appointed Chad Imhoff as a Fair Board member in District 3.

Amended Lincoln County P-Card use procedures.
