Lincoln County commissioners have approved a budget for the 2020-2021 Fiscal Year and it includes a pay raise for all county employees.

Their action came during a special meeting last week on Wednesday, Oct. 14.

Lincoln County Clerk Alicia Wagnon said the total budget amount is $10,449,444.83 and provides a $50 per month pay increase for all county employees.

“The budget amount meets all Officer and Department Head Estimate of Needs for the year,” she added.

The commissioners set an entrance policy for early voting next week, Oct. 29-31, in the lobby of the courthouse, Doolen said.

He explained, “There will be no requirements, no temperature checks, they will be free to come and go.”

In other action during the special meeting, commissioners adopted a resolution authorizing Election Board Secretary Melissa Stambaugh to apply for a COVID-19 Response Grant with the Center for Tech and Civic Life, Wagnon said.

“This is to help election offices maintain a safe and secure environment for voters,” she explained.

Commissioners also approved allowing Emergency Management Director Wendi Marcy to request reimbursement through the CARES Act for the dispatcher’ salary and benefit up to $55,000.

They approved accepting and signing a quote for $9,632.50 from Apprentice Information Systems for three computer workstations and maintenance bundles for Commissioners’ courthouse employees.

During their regular meeting on Monday of this week, Wellston City Manager John Cobb, and representatives Cody Mayo and Ryan Sand from Survival Flight EMS discussed the possibility of creating an EMS Unit in the Town of Wellston.

Commission Chairman Lee Doolen said the commissioners told the group they were interested and indicated they would approve it, but more work had to be done first.

Doolen said Wellston formerly had an EMS district, noting, “And they want to get it back.”

No action was taken on approving a Mutual Cooperation Agreement with the Town of Wellston, Doolen said.

Exit audit documents for Fiscal Years 2014-15, 2015-16, and 2016-17 were signed and approved.

Commissioners authorized the Lincoln County Fair Board to apply for a REAP grant. Doolen said the Fair Board is trying to make the Fairgrounds more ADA Compliant.

They agreed to extend a lease purchase agreement with CL Boyd John Deere for two months, for two motor graders in District 2.

They agreed to accept I.T. quotes from Apprentice Information Systems.

They approved the County Treasurer’s Transcript of Proceedings and County deed for property located at Tract 2, Lots 20-21 in Prague.

The Treasurer’s Financial Statements for Fiscal Years 2014-15 all the way through 2018-2019 were approved.

A Division Order with Phillips 66 Company was also approved.
