McLoud appoints permanent city clerk, treasurer

The McLoud City Council has appointed a permanent city clerk and treasurer.

Cynthia Wayman, who has been serving as interim city clerk and treasurer since her appointment in May, was named to the position on a permanent basis. She had served as Deputy City Clerk prior to her appointment as interim.

The Council agreed to purchase three vehicles for the Police Department at $60,000 through Emergency Vehicle Resources, LLC.

They also approved a budget amendment of $110,000 to pay for those vehicles, but it drew some discussion.

Vice Mayor Ralph Snider said, “I think we should have done the amendment before we did the police cars. Next time we need to put the budget amendment first,” he added.

That brought a reply from City Manager Buck Day. “If you want the Police Department to have vehicles, we’re going to have to purchase them,” he said.

City Attorney Mike Warwick joined the discussion. “We just approved the budget 50 days ago.”

Day stated, “Our sales tax is in good shape right now.”

Councilman Daniel McClure, Jr., interjected, “We need to have this in Capital Outlay.”

Day pointed out to the Council they are getting the agenda out by Fridays before the meeting the following Thursday and encouraged the council members to call him at any time.

One councilman noted, “We should have had it before in the budget.”

Warwick said, “We’re just trying to make the procedure more orderly.”

Council members adopted an ordinance amending standards for hard surface roads and also approved the emergency clause.

It was explained the ordinances “toughens the standards” as recommended by the McLoud Planning Commission. Warwick mentioned, “This is not a big deal, but it’s an important one. The previous ordinance didn’t require such surfaces.”

Council members accepted a Pioneer Library proposal for literature on the Walking Trail. It was pointed out the library is paying for stands and the literature and will change literature every so often. They also agreed to purchase up to $50,000 in millings from Rudy Construction.
