Lincoln County commissioners this week named a new County Emergency Management Director and also approved several more Oklahoma Medical Marijuana Authority Certificates of Compliance.
Commissioners, following an executive session that lasted 2 ½ hours, named Brandon Morgan as the new County EM director. He has been serving as the assistant director to Wendi Marcy whose resignation was accepted at the meeting on Monday.
District 1 Commissioner Carl Munson made the motion to name Morgan to the position and the vote was unanimous.
Marcy has explained that she is leaving her position here to return to Colorado to be closer to her mother and be able to assist her.
In accepting her resignation on a 3-0 vote, Commission Chairman Lee Doolen told her, “We appreciate all you’ve done for Lincoln County and the state of Oklahoma.”
Morgan will be on six months probation, the commissioners stated in their vote.
During the executive session, the commissioners also reportedly discussed two pending federal lawsuits, one against Sheriff Charlie Dougherty brought by Sabrina Marie Tice and the other against the board of county commissioners filed by Lauren Norberg.
District 2 Commissioner Marlon Miller, following the executive session, made a motion to allow the attorney to proceed as discussed.
Commissioners took no action on the other lawsuit, following the executive session.
The commissioners also opened bids for the construction of two 250-gallon type 2 skid units and purchase of fire equipment for Arlington Fire Department.
There were two bids, one totaling $71,400 and the other $90,731.52. Commissioners voted to table the bids until the next meeting on Sep. 7.
Paul Simpson, Rural Fire Defense Coordinator with the Central Oklahoma Economic Development District (COEDD), requested they table the bids so they could be reviewed and a recommendation can be submitted to them.
“Hopefully, by the next meeting, you can award a bid and we’ll be ready to go,” Simpson said.
Commissioners voted 2-1 to approve the final plats for two subdivisions and took no action on another.
They approved the final plats for Seven Oaks subdivision located in the S/2 of Section 19-13N-3E and part of the W/2 of Section 20-13N-3E and the Preakness Trails subdivision located in the SE/4 of Section 24-12N-2E.
They took no action on the final plat for Round Rock subdivision located in the NE/4 of Section 28-15N-4E.
The commission also voted to allow the sheriff’s office to apply for the Violence Against Women grant for 22-23.
Commissioners also agreed to apply for equipment through the County Road Machinery and Equipment Revolving Fund for a loader for District 3 and an excavator for District 2.
In other business, commissioners:
Adopted a resolution for declaration of surplus for Emergency Management, District 2 and the commissioners’s Courthouse office.
Approved resolutions for disposing of equipment in District 2.
Agreed to go out for a truck for Lincoln County.
Adopted a resolution to accept a donation to District 3 from CenterPoint Holdings, LLC.
Approved the Fiscal Year 2021 Financial Statement and Treasurer’s notes to the financial statement.
Approved a revised contract for Detention Services Agreement with Sequoyah Enterprises, Inc.
Approved new Oklahoma Medical Marijuana Certificates of Compliance for 405 Bud Growers, Bud Growers Tender Farms, Santa Grow LLC, Gage’s Greenhouse LLC, Pikes Farm LLC, Rugged Volcano LLC, Harmony Home and Commercial Solutions Inc. and Deep Fork Dank LLC.

Approved Purchase Card Payment approval form. Accepted Office of Homeland Security grants in the amount of $6,018 and $6,895 for the purchase of radios.
