Commissioners hear EMS update

Lincoln County commissioners this week were provided an update on a meeting that took place to begin further addressing the Emergency Medical Services crisis in the county.

Lincoln County Emergency Management Director Cody McDonell at the last commissioners’ meeting had been asked to coordinate a meeting of those entities involved in EMS and others as well.

McDonell informed the commissioners he led the meeting and those attending discussed that a committee with seven positions be formed. He told them the seven would consist of representatives from Miller EMS, Chandler EMS, Survival Flight, a rural fire chief, himself as Emergency Management director, a tribal representative and a municipal leader.

Stroud City Manager Bob Pearman has agreed to chair the group, McDonell advised commissioners.

He said those seven positions will be formally presented to the commissioners to be appointed during their next meeting on Aug. 7. He said the committee would be subject to the open meeting and open records laws and tentatively had agreed to meet at 3 p.m. on the last Wednesday of each month at the Chandler Fire Station.

“Our primary purpose will be to seek solutions to the EMS crisis in Lincoln County and determine the best action to achieve that,” he emphasized.

Commissioners also decided to wait until their next meeting to approve a lease agreement between Joe Ready and Lincoln County and the Lincoln County office of Oklahoma State University Extension Center.

After spending more than an hour in executive session, they returned to open meeting and voted to hire Brandy Thompson as an Emergency Management Specialist.

They took no action on the employment status of Deputy Director Charlotte Brown.

Commissioners also voted to adopt an updated Floodplain ordinance.

In other business, the commissioners: Voted to withdraw Benchmark Commissary proposal, inmate commissary agreement and NCIC Inmate Communication Services.

Approved Prodigy Solutions Commissary contract and Prodigy Solutions Inmate Telephone and Video Visitation Service agreement.

Adopted a resolution closing out Sheriff’s account and transfer residual balance of $410.56.

Agreed to start the bid process on Stroud Tracks in Section 10-15N-6E.

Approved the Lincoln County annual financial statement and notes to the financial statement for the Fiscal Year that ended June 30, 2023.

Approved a TASC contract with the Lincoln County Assessor’s Office.

Approved the base contract/gas sales agreement with Symmetry Energy Solutions.

Adopted a resolution establishing Grant Writer Mark Hill’s hourly salary and rate schedule for the months of July, August and September to be paid out of the Use Tax funds.

Agreed to get quotes for Emergency Response cell phone plans for Lincoln County.

Amended the Lincoln County Employee handbook.

Held off possible action to accept District Judge’s appointment of Excise/ Equalization Board member from District 1.

Approved an ODOT form and invoices to Kendrick Road project in District 1.

Approved Prague Lake Road project agreement with ODOT and resolutions to approve the CBRIF project and account number.

Adopted a resolution to dispose of equipment in District 1.

Adopted Community Bridge and Road Improvement-105 resolution to be used for guardrails for two BIA bridges in District 3 and resolution to establish an account for CBRI project.

Approved the Purchase Card Payment approval form.

Voted to adopt a Use Tax resolution for Emergency Management Director salary and benefits.

Sac and Fox Nation Police Chief made a presentation to Lincoln County Emergency Management for the assistance they provided during the Sac and Fox Nation annual Powwow earlier this month, noting all of the help provided by Emergency Management due to weather conditions and large crowds.
