Meeker Town Board issues

Meeker Town Board of Trustees this week tabled two agenda items concerning Trust Indentures until their January meeting.

One of the items was to correct errors on a previously approved Meeker Growth and Development Authority Trust Indenture or create a new Trust Indenture for Meeker Growth and Development Authority.

That previously approved Trust Indenture, which was created in 2008, was never filed with the Lincoln County Clerk’s Office and the Secretary of State as required.

However, it wasn’t until recently that it was learned it hadn’t been filed and legally that indenture has been and still is non-existent.

The second item that was tabled stated on the agenda “to consider or take possible action for the previously approved Trust Indenture or if a new Trust Indenture is approved to allow the Meeker Growth and Development Authority to resume operation.

Following a brief discussion, the Trustees’ legal counsel James Hodgens suggested the Trustees table both items and send them to him. He informed them he would on those between now and their Jan. 16 meeting.

The Trustees followed his advice and did just that.

During the discussion, Mayor Donna Weber asked Hodgens, “Can we have two Trust Indentures”?

Hodgens replied, “Yes, you can have two.” He went on to say, “I can do a rough draft on it and have bond counsel to look at it and then present it to you as the board” He informed the Trustees, “I’ll talk with the bond guy and look at the old one.”

Hodgens told them, “It will be for you to ratify and confirm.”

The mayor made the motion to table, seconded by Trustee Aaron Head and it passed unanimously with Vice Mayor Mike Orman and Trustees Lanny Thompson and Mike Melton joining them in approval.

The Trustees, on another agenda item, approved the COEDD REAP contract closeout certification on a fire truck they purchased.

They approved the affidavit of noncollusion and verification for payment, then approved the $45,000 payment to Brindlee Mountain Fire Apparatus for the purchase of a fire engine.

The Town already had paid $15,000 down.

Town Administrator Jeff Wilbourn explained, “It’s a 20-year-old fire engine and it’s here parked at the station.”

Leslie Wilbourn made a presentation on the Meeker Lake Trail. She explained two groups have been active and helping with the Trail, one is Equestrians and the other is the bicycle group.

The bike riders can ride on the odd days of the week and the Equestrians use it on the even days.

After hearing the presentation, the Trustees authorized Leslie Wilbourn to seek a grant for the Meeker Lake Trail, then agreed to amend the ordinance where the bicyclists are charged fees and permits the same as Equestrians are paying now.

They also authorized social media/ and website development with board approval for the Meeker Lake Trail.

Trustees also approved a motion for procurement (RFP) of a grant administrator for the research, writing, administration, management and program evaluations of grants over $10,000 competitive bid.

Without going into executive session, the Trustees approved the employment of James Hill as a full-time police officer for the Meeker Police Department.

Assistant Police Chief Scott Wilson addressed Trustees on several city ordinances explaining that several codes in place are not state compliant.

“They are 20 years out of date,” he informed the Trustees.

With that, Trustees voted approval to amend the old building code ordinances to the new specifications of the International Residential Code to comply with Oklahoma State statutes.

They did the same with old plumbing code ordinances, the old fire code ordinances and the old property code ordinances to bring each of those in compliance with state statutes.

Then they approved the emergency clause for each of those.

Meeting as the Public Works Authority, they approved a change order for $2,600 with Sunrise Construction on a project with the Oklahoma Rural Water Association rig grant.

During last week’s special meeting, Trustees, meeting as the Public Works Authority voted to accept funding from the Indian Health Service in the amount of $162,729.

Wilbourn informed them, “This is for the sewer project we completed about a year ago.”

Trustees also agreed to pay Tri-Star the final payment of $76,550 for the sanitary sewer line project and approved a payment to Canadian Valley Electric to do a service install at the Meeker Water Tower up to $3,025.
