Pre-PH set for Stroud man on rape charges

A pre-preliminary hearing has been scheduled for a Stroud man facing two rape charges and two other felonies following his arrest by the Stroud police chief and a new bond has been set.

Two counts of rape by instrumentation, one charge of pattern of criminal offenses and a felony of possession of child sexual abuse material were formally filed Nov. 4, 2024 in Lincoln County District Court against Charles Douglas LeMaster, 61.

He appeared made his initial appearance before Special Judge Emily Mueller on Nov. 7. She originally set his bond at $50,000 and ordered LeMaster not to have any contact with the victim or unsupervised contact with anyone under the age of 18 as a condition of the bond.

The judge originally scheduled a pre-preliminary hearing for the defendant on Jan. 16, 2025. She has now scheduled it for 9 a.m. March 27, 2025.

On Jan. 16, Judge Mueller revoked his original bond.Shesethisnew bond at $75,000, and as a condition of that bond she ordered LeMaster to have no contact with the victim or any other persons under the age of 18. She has scheduled his pre-preliminary hearing for 9 a.m. Feb. 27, 2025. An additional count of Protective Order Violation was filed against LeMaster on Jan. 3, 2025 and a $3,000 bench warrant was issued for his arrest at that time. It was later returned filed, court records show.

Count 1 against Le-Master accuses him of committing the crime of first degree rape by instrumentation between the Jan. 1, 2018 and Dec. 31, 2022 with a girl who was between the ages of 10 and 14 at the time and Lemaster was over the age of 18 in Lincoln County.

InCount2,LeMasteris charged during the same time period of committing first degree rape by instrumentation against a girl between the ages of 10 and 14 while he was over 18 years old at the time in Tulsa County.

Count 3 accuses him during the same time period of engaging in a pattern of criminal offenses in two or more counties by committing two or more criminal offenses that are part of the same plan, scheme or adventurebycommitting the crimes of first degree rape by instrumentation in Lincoln and Tulsa counties.

Stroud Police Chief Clint Gaylord states in a probable cause affidavit that he arrested LeMaster following his investigation and after the defendant had requested an attorney.
