Two additional rape counts have been filed against the Assistant Police Chief of Prague, who along with his wife who were already facing a total of 41 felony charges between them related to child sexual and physical abuse and a judge has recused herself from the case.
The original charges were formally filed against Jeffrey Louis Frisbie, 55, longtime Prague police officer and his wife Kimberly Ann Frisbie, 50, in Lincoln County District Court on Sep. 25, 2024. The couple was arrested by officers on Sep. 10, and transported to the Lincoln County jail in Chandler where they immediately posted bonds of $100,000 each.
Between them, the Frisbies now face a total of 43 counts.
Court records show that on Dec. 5, 2024 two more first degree rape counts were filed against Jeff Frisbie, bringing the total number of charges against him to 26.
They made their initial appearance before Special Judge Emily Mueller on Sep. 26. She scheduled their pre-preliminary hearings for 1:30 p.m. Nov. 21.
On that date, she continued the hearings for each of them until Jan. 23, 2025.
Assistant District Attorney Kelly Trimble said that last week on Jan. 23, the Frisbies were in court and Judge Mueller has recused herself from the case. It’s now been assigned to Special Judge David Cawthon and a hearing will be held at 1:30 p.m. Feb. 18.
She said the hearing will be via video and will be to determine when the preliminary hearing is to be scheduled.
Specifically, Jeff Frisbie is now accused of 16 charges of lewd or indecent acts to a child under 16, six counts of rape by instrumentation and four counts of first degree rape.
Kimberly Frisbie is accused of 17 counts of child abuse.
Prague city officials have confirmed that Frisbie is currently on administrative leave.
Tony Foreman, District Attorney’s investigator for the 23rd District, writes in a probable cause for arrest warrant that he was assigned to investigate allegations of sexual abuse by Jeffrey Louis Frisbie on three young girls ages 8 to 10.
According to the affidavits in the case, authorities conducted forensic interviews with the girls who described the allegations contained in the affidavits.
The girls told authorities of the alleged sexual and physical abuse that reportedly took place while they resided in the Frisbies’ home. According to the charges, Jeff Frisbie is on or between the time frames of Dec. 13, 2018 and Aug. 3, 2024 and between Dec. 13, 2023 and Aug. 3, 2024 accused of 16 counts of lewd or indecent acts to a child under 16, who were between 3 and 8 years old at the time.
During those same time frames he is accused of four counts of first degree rape by instrumentation and between the time period of June 13, 2023 and June 12, 2024 of two counts of first degree rape by instrumentation.
Between Dec. 12, 2017, and Dec. 11, 2019, Frisbie is accused of committing two counts of first degree rape.
Kimberly Frisbie is accused of child abuse’ Among the allegations she is charged with include pulling their hair, slapping or punching them in the face, punching and causing bruising to their back, punching their arms, kicking their legs, punching them in the stomach with a closed first, applying pressure to the throat and strangling her four-year-old.
District Attorney Adam Panter issued this statement following their arrest in early September: “After a swift and aggressive investigation conducted by investigators with the District 23 District Attorney’s Office, the City of Prague Assistant Chief of Police, Jeff Frisbie and his wife Kim Frisbie were arrested for numerous counts of child sexual abuse and physical abuse.”
