CMA accepts audit report, approves decant pond quote

The Chandler Municipal Authority accepted its FY 2025 Audit Report and approved quotes for the Decant Pond Sludge Removal and a valve and actuator package during its regular meeting on Oct. 13, among other items.

Laura Morgan from CBEW Professional Group, LLC, presented some of the audit’s findings to the CMA, saying that theAuthority’s total assets came to $23.1 million, with about $13.38 million in current assets and $9.7 million in non-current assets. Long-term debt sat at $13.9 million.

The CMA approved a quote from Sandyland Environmental of $70,000 to clean out sludge from the decant ponds. The public works director said that they typically run this maintenance program every other year and last year, they were scheduled to clean out the ponds. However, they used those funds to do maintenance on the tower at Fifth and Oak.

The CMA then approved a quote from Cogent of $92,160 for valves and actuators at the current water treatment plant. Robert Mullins from SRB Engineering said an assessment of the current plant found that six valves needed to be replaced -- four immediately and two other control valves to help backwash operations.

It also found an urgent need to address the remaining chlorine-gas system. The current plant is down to one chlorinator that will need to be replaced. They are working on an estimate for replacement equipment and a larger building, though it could be around $85,000. During Mullins presentation on the progress being made at the new water treatment plant, he said it is still making progress, withfiveof the chemical tanks installed. Concrete work is done on the clarifiers, and the mechanisms are all on site. One of the clarifiers, which had a form break while the concrete was being poured, will be tested in the near future to make sure that it won’t leak after it was repaired.

Benjamin Boateng presented on the Wastewater Treatment Plant Expansion Project, saying that it is estimated to be finished in December. They are currently waiting for some equipment to come in sometime between now and mid-November, with construction expected to wrap up in about three weeks once all the equipment arrives.

The CMA also approved three pay apps -- #6 from Orr Construction for $114,000 for the wastewater treatment plant expansion to be paid by the Iowa Tribe of Oklahoma, #7 from Orr Construction for $563,696.75 for the wastewater treatment plant expansion to be paid by the Iowa Tribe of Oklahoma, and #1 from Heartland Utility Services for $194,725.26 for the OTA Waterline Relocation Project to be paid by the Oklahoma Turnpike Authority.

It also approved easement payments of $11,232 for the Thunderbird Road Project, to be paid from the CMA Cap Fund.
