A man who was arrested by Oklahoma State Bureau of Investigation agents almost a month ago has been formally charged in Pottawatomie County District Court with seven sex-related felonies against minors.
TerryAlan Blankenship, 62, whose address is listed asTecumseh, was formally charged June 3, 2025. He made initial appearance on June 4 and his pre-preliminary hearing has been set for 1:30 p.m. July 29.
According to information provided by the OSBI, Blankinship was arrested on the morning of May 16, 2025 in Seminole County.
His bond has been set at $500,000.
At least one of his victims resides in Lincoln County, a source said.
Blankinship is charged with first degree rape with a victim under 14, a felony; rape by instrumentation, a felony; and faces five felonies for sexual abuse with a child under 12.
According to the information filed by Assistant District Attorney Lori McConnell, Blankinship is accused in count 1 of first degree rape between Jan. 1, 2007 and Dec. 31, 2011 when the victim was between three and seven years old.
In count 2, he is charged duringthesametimeperiod of rape by instrumentation when the vicmt was between three and seven years old.
Blankinship is accused in counts three through seven between Jan. 1, 2007 and Dec. 31, 2011 with sexual abuse of a child under 12 by allegedly forcing the victim who was between three and seven years old at the time to commit various acts of sexual abuse.
In a probable cause affidavit, Oklahoma State Bureau of Investigation Agent Zachary Thompson states he was contacted on Aug.29,2023byTecumseh Police Chief JR Kidney who requested OSBI investigative assistance into an alleged sexual assault. A woman who stated she was between the ages of three and nine years old at the time, had come to Kidney claiming her mother’s boyfriend had molested, rapes and physically and mentally abused her.
The woman, who was 19 at the time she made the report, had also informed Kidney there may be other victims. Kidney was informed the other potential victims were kids of Blankinship’s former girlfriends/wives.
On Sep. 15, 2023 the OSBI agent said one of the alleged victims was interviewed. She reportedly described to the agent of how she and her step sister were told by Blankinship to get naked then she was forced to watch as her step sister had to perform sex acts on Blankinship.
The woman interviewed that day later told her mother about having to witness Blankinship molesting her sister.
Her mother reportedly provided the information to the Oklahoma Department of Human Services. Her mother was later informed by an unknown Assistant DistrictAttorney in Pottawatomie County that charges would not be filed because Blankinship had not touched her daughter.
According to the affidavit, around March of 2022 the daughter earlier interviewed by the OSBI agent had tried to make a report with the Tecumseh Police Department. The affidavit continues to describe an assortment of alleged sexual abuse acts Blankinship reportedly forced on his victims.
