Three felony charges for former convict

A man convicted of a felony involving a minor a little over three years ago faces three new felonies, two of which again involve a minor.

Formal charges were filed recently in Lincoln County District Court against Stephen Randall Bell, 41. The charges include soliciting sexual conduct or communication with a minor by use of technology, failure to register as a sex offender and sex offender residing with a minor child.

In an appearance before Special Judge Emily Mueller, she set bond for Bell at $100,000. She has scheduled a pre-preliminary hearing for him on Sep. 26.

Count 1 accuses Bell of between June 15 and Aug. 14 of committing the crime of engaging in unlawful communication for sexual interest by use of technology by facilitating, encouraging, offering, soliciting sexual conduct and/or sending text and/or Snapshot messages for sexual or prurient interest to a 16-year-old in Lincoln County.

In Count 2, Bell is charged with failure to register as sex offender.
