Commissioners approve notification system

Lincoln County commissioners this week voted approval for mass notifications system for Emergency Management and also accepted several REAP grant awards.

The mass notifications system approved is called Code Red.

Cody McDonell, Lincoln County Emergency Management Director, informed commissioners, “It’s better and it’s cheaper than what we’ve been paying.”

He explained, “The new system will be turned on this week but we will not be billed until June. The contract will run from June until June, so we’re getting a couple of free months,” he added.

McDonell pointed to the cost, saying, “It will be $11,465.82 and the one time fee of $500 is included in that cost.”

He stressed that they are incredibly fast. “Code Red is much more streamlined,” McDonell noted.

“It will put out critical alerts just like Amber Alerts are pushed out now,” he said.

Shortly after approving the notifications system for Emergency Management, commissioners went into a brief executive session. After coming back into open meeting, they voted to approve the salary and title for EM employee Charlotte Brown.

McDonell said Brown’s title is Assistant Director and her salary will be $3,100 a month.

The REAP grant awards accepted by commissioners were for Districts 1, 2 and 3 along with the Fallis Fire Department and Southwest Lincoln County Fire District.

In other business, commissioners: Adopted a resolution setting up Opioid and E-Cigarette Settlement cases.

Approved participation in the Walmart Settlement Agreement dated Nov. 14, 2022; the Teva and Allergan Settlement Agreements dated Nov. 22, 2022 and the CVS and Walgreens Settlement Agreements dated Dec. 9, 2022 as recommended by legal counsel for Lincoln County, including approval of the resolution and authorizing the chair of the Board of Lincoln County commissioners to execute the subdivision participation forms for Lincoln County to participate in all of those agreements.

Accepted a donation of $4,715 from Stephen Austin for District 3.

Approved to start the bidding process on county property located at Block 7, 125 feet lots 1-6 in Stroud’s Addition, the City of Stroud.

Approved a Detention Services Agreement between ROCMND (Craig County) Area Youth Services, Inc. and Lincoln County.

Took no action on a lock down door system for courthouse offices.

Took no action on ballistic film for exterior and interior courthouse windows.

Approved the Purchase Card Approval form.
