McLoud amends budget

McLoud City Council members have approved a budget amendment and also have increased the purchasing authority of the city manager.

Council members approved the budget amendment to cover two expenditures. City Manager Buck Day said one is for a wood chipper that cost $41,401.02 and the other is radios for the McLoud Fire Department which cost $73,779.64.

The city is applying for a grant with the Oklahoma Department of Environmental Quality for the wood chipper and the other is for a grant with the Oklahoma Office of Homeland Security for the radios. They hoped to be reimbursed, Day said.

Day requested the increase in purchasing authority. He said currently his limit is $7,500. Council members voted to raise his limit to $10,000 on purchases for the city in general and to $20,000 for the Public Works Authority.

The Council also approved applying for a grant with Firehouse Subs Public Foundation for Extrication Equipment. Day said that would be for $35,000 to $40,000.

Council members also voted to complete the Kickapoo Street Project with REAP grant funds. Day explained about half of it was done several years ago. The $45,000 grant would take it all the way to Fishmarket Road, he advised them.

In other action, they agreed to appoint Bobby McCormick as deer coordinator, Mike Hill as assistant deer coordinator, Lance Wortham as duck coordinator to assist with the public duck and deer hunting at Wes Watkins Lake.

Mike Warwick, the city’s legal counsel, said a liability waiver will be needed from each one of those volunteers. He informed the Council he will write up a document showing they are for two-year terms, for 2021- 2022 and for 2022-2023, subject to their signing a waiver.

McCormick assured Council members, “We’ve had no problems for 11 years.”

In other business, the Council:

Approved a contract for Fiscal Year 2022 with the Pioneer Library System.

Approved an Interlocal agreement with the Pottawatomie County Commissioners.

Approved the SRO agreement with the McLoud School District.

Voted to establish a procedure for the settlement and/or resolution and /or payment of claims against the city whether or not such claims are covered by insurance or third parties.

Approved the Pottawatomie County Hazard Mitigation Plan by resolution. It was already approved by FEMA, Day said.

Took no action with properties located at 417 and 421 W. Broadway Ave.
