Lincoln County Commissioners this week discussed briefly the Federal Mandate for COVID-19 Vaccines, but it was for discussion only. Commission Chair
Commission Chairman Lee Doolen advised he had sent a letter to the State Attorney General informing him that his District 3 employees will not abide by the mandate. “If they want to get it, fine, if they don’t want it that’s fine. But they will not be mandated to do so,” he emphasized.
Since it was for discussion only, commissioners couldn’t take any action toward a county stance. Assistant District Attorney Randall Wiley told them, “If you should want to take a stance, it needs to be for an action item on the agenda.”
No more was said on the item.
On another agenda item, commissioners discussed at length considering a final plant of Round Rock, a subdivision in the NE/4 of Section 28-15N-4E, before deciding to take no action.
The discussion was over requiring a retention bond for the subdivision. District 2 Commissioner Marlon Miller said, “I’m not going to approve any of these that don’t have retention ponds. This needs to be addressed,” he noted.
“It’s creating more water runoff,” Miller believes, referring to the lack of these retention ponds.
Doolen told Miller he agreed with him on the need. “But we’ve never put in print the guidelines they need to follow. I hate denying it when we don’t have this in writing. I agree with you though,” he reiterated.
“Something needs to be done. It’s a good idea, a great thing,” Doolen added.
District 1 Commissioner Carl Munson asked Wiley about the issue. “I recommend you not approve it until you are satisfied. This discussion has been going on for a long time,” Wiley stated.
Miller reminded the other commissioners, “With the June 27 flood, I hauled 1,000 loads of dirt and 50 loads of gravel and had to rebuild some roads.”
Miller told the people seeking the plat approval, “This is causing too many concerns. I’ll be glad to work with you on it,” he added.
Commissioners, in other action, awarded a bid to Brutner’s for $17,500 a year to lease a new semi truck.
They approved a REAP grant application and resolution for District 3 for $50,000 for overlaying a road. Doolen said the grant requires his crews to perform inkind work on the project.
Following a brief executive session, the commissioners took no action on purchasing real estate.

Renewed applications for OMMA Certificate of Compliance for Golden Harvest THT LLC, The High Country Grow, JBC Venture LLC and Golden Dragon Spirits, LLC.
Approved an OMMA Compliance Certificate Location Change Application for Jade Rush Holdings LLC.
Adopted a resolution for declaration of surplus for the Safety Director, County Clerk, Assessor’s Office, Emergency Management and Fair Board.
Approved a resolution to dispose of equipment in the Assessor’s Office and County Clerk.
