Commissioners accept construction proposal

Lincoln County commissioners this week accepted a proposal letter for construction administration of the jail addition and renovation project.

They also officially appointed a committee to interview construction managers for the project as well.

The proposal letter was from BKL, an engineering and architectural firm that has been working with the committee on a proposed design for the jail addition and renovation. The project is estimated to cost around $4.1 million.

County Clerk Alicia Wagnon explained the construction administration is different than the construction manager in that the administration oversees the entire project.

Commissioners held off on approving the jail renovation and expansion as an ARPA project.

They also declined to accept BKL’s proposal for an OSU Extension Office feasibility study which would have cost $38,080.

Commissioners awarded bids for the construction of a couple of bridges and accepted the low bid of $47,800 from Eskridge on a 2024 ¾ ton 4X4 crew cab Chevrolet for the Tryon Fire Department.

They also signed a resolution regarding Lincoln County’s six-year County Improvement Road and Bridge Allocation Plan for FY2024-FY2029.

They agreed to a contract with Total Assessment Solutions Corp. and took no action on a Natural Gas contract with Symmetry Energy Solutions.

In other business, commissioners: Took no action yet to donate a portion of the Opioid Settlement Fund to the Lincoln County Drug Court.

Agreed to a maintenance contract with Don’s Copier for the Assessor’s Office.

Agreed to retain their grant writer through the current contract.

Approved amendments to the Lincoln County Policy handbook.

Agreed to accept and maintain roads in Sherwood Forest located in 3-16-3 with the final inspection in October of this year.

Authorized applications for a 2023 DOT Safe Streets grant and a pipeline safety grant.

Approved declaration of surplus for the Sheriff’s Office and adopted a resolution for disposing of the equipment for the Sheriff’s Office.

Approved two donation resolutions for Emergency Management.

Approved purchasing 100 handheld radios at $50 each from the Department of Public Safety to be distributed among the County Fire Departments and Emergency Management.

Adopted a resolution requesting CBRIF funds for a two-inch asphalt overlay road project in District 1.

Took no action yet on a resolution requesting CBRIF funds for an overlay road project in District 2. Commissioner Marlin Miller stated he wants to get a price on all of it first.

Adopted a resolution requesting CBRIF funds for a three-inch overlay road project in District 3.

Took no action on approving CBRI funds for Districts 1 and 2.

Approved the Purchase Card Approval form.
