Arraignment continued

An arraignment has been continued for a Harrah man on a manslaughter charge or in the alternative negligent homicide after his four-year-old son reportedly jumped from his pickup truck and was run over by the vehicle.

A formal charge of second degree manslaughter, a felony, or in the alternative negligent homicide, was filed in Lincoln County District Court Aug. 3, 2023 against Randy Eugene Orr, 50.

Appearing before District Judge John Canavan, Orr waived his preliminary hearing. The judge received the waiver and originally scheduled his arraignment for 9 a.m. on May 28.

The judge has continued that until 9 a.m. July 2.

Count 1, second degree manslaughter, accuses Orr on April 20, 2023 of causing the death of the four-year-old through culpable negligence of allowing him to ride on the runner of the exterior of his vehicle while Orr was driving, resulting in him jumping off and being run over by the pickup The alternative count, negligent homicide, a misdemeanor, charges Orr with causing the death of the four-year-old as a proximate result of Orr’s driving a Ford-150 in the city of Harrah in reckless disregard of others.

Oklahoma Highway Patrol Trooper Chad Pape, with the Traffic Homicide Unit, states in an affidavit filed in the case that on April 20 of this year he was informed of an incident that had occurred at a private residence in Lincoln County where a child had been run over by a vehicle and that the child had been pronounced deceased at the scene.

Pape noted he requested assistance from the Lincoln County Sheriff’s Office to assist by having those not involved in the incident to wait further to the east on 3300 Road.

Pape states in the affidavit he interviewed Randy Orr.
