Hearing postponed for Meeker man in felonies

A pre-preliminary hearing has been continued for a Meeker man facing two felonies. A bench warrant for his arrest was issued at the same time but has now been returned.

Richard Allen Foster, 61, was formally charged in Lincoln County District Court March 14, 2025, with failure to comply with sex offender registration and sex offender living within 2,000 feet of a school.

He appeared before Special Judge Emily Mueller on June 23 and she continued his pre-preliminary hearing until 1:30 p.m. on July 3.

He originally appeared before Judge Muller on March 24. She has set his bond at $5,000.

He made his initial appearance on Apr. 10. She scheduled his pre-preliminary hearing for 9 a.m. June 23, 2025.

Count 1 accuses Foster on about Feb. 17, 2025 of failing to notify the Oklahoma Department of Corrections Sex Offender Registration and/or law enforcement of his change of address after he previously pled guilty to indecent exposure in a Pottawatomie County District Court case on July 22, 2020.

In count 2, Foster, a registered sex offender with a prior plea of guilty for indecent exposure is charged on the same day of living at 416 Johnson in Meeker which is located less than 2,000 feet from the Meeker Elementary and Tender Care Day Care.
