Strangulation in Stroud
Randel Stephen Icenogle Jr., 38, of Stroud, was charged with domestic assault and battery by strangulation and disrupt/prevent/interrupting an emergency telephone call.
According to an affidavit filed by Lincoln County Deputy James Robinson, Robinson was dispatched for a domestic call. When he arrived, he found Iowa Tribe Officer Treasure Smith, whom he said advised him that Randel had left in a vehicle, intoxicated, with a juvenile.
Kimberly Icenogle, Randel’s wife, was shaking and crying and had marks on the side of her neck consistent with strangulation, according to the affidavit.
Kimberly told Robinson that she and Randel got into an argument that turned violent. Kimberly tried to hide in the bathroom, but Randel kicked in the door, grabbed two bottles of pills, took Kimberly by the neck and tried to force the pills down her throat, according to the affidavit.
Briana Kilgore, Kimberlys daughter, tried to call 911 but Randel took the phone and smashed it. Kilgore ran to the neighbors to call 911, according to the affidavit.
With the juvenile in mind, and Randle potentially being intoxicated, Robinson asked for a phone ping on Randel’s phone, according to the affidavit.
Randel was arrested in Stroud and taken to the Lincoln County Sheriff’s Office.
The bond for Randel was $3,000 and no contact with the victim. Randel filed his bond and will be back in court April 13 at 1:00 p.m.
Freeman charged with animal cruelty
Deavon Tyler Freeman, 33, of Kendrick, was charged with cruelty to animals, possessing a firearm during the commission of a felony, and reckless conduct with firearm.
According to an affidavit filed by Sgt. Tony Long of the Lincoln County Sheriff’s Office, Long responded to a call regarding a shot dog.
When Long arrived on the scene, he made contact with Belinda Wright, owner of the dog that was shot. Wright told Long her neighbor, Freeman, had shot her dog and left it for dead, and that she had it all on a surveillance footage, according to the affidavit.
Long asked Freeman why he shot the dog, to which he responded that the dog had been chasing his daughter.
According to the affidavit, Long watched the two hours and 57 minute long surveillance footage and didn’t see the dog chase or cause harm to Mr. Freeman’s daughter.
Freeman will have his initial appearance Jan. 23 at 1:30 p.m.
Conley charged with manslaughter
Candice Rene Conley, 26, of Tulsa was charged with manslaughter in the first degree, leaving the scene of a fatal accident and reckless driving.
Conley is accused of being responsible for the death of Mercedes Rose Tyler, which occurred on the Turner Turnpike on New Years near Stroud.
According to an affidavit filed by Oklahoma Highway Patrol Trooper Mathew Conway, Conley was driving 110 mph in an attempt to get to her son who was living in Dallas, Tx., after taking children’s cough medicine and smoking marijuana 10 hours earlier.
Conley vehicle struck Tyler’s vehicle, causing it to run off the road and roll, which ejected Tyler. Tyler was pronounced dead at the scene.
According to the affidavit, Conley was driving a 2020 Chevrolet Tahoe and Tyler was driving a 2008 Nissan Versa.
Conley continued west with her car on fire, until she ran it off the road and jumped out. She took off running, and was found half a mile from her vehicle.
The bond for Conley is $100,000. Her initial appearance is set for Jan. 16 at 1:30 p.m.
