As he was traveling east on 890 Road, he saw the vehicle quickly back out of the entrance and start traveling west on 890 Road at a fast rate. Phipps stated he activated his emergency lights and pulled toward the vehicle.
The vehicle pulled to the north side of the road and slowed and came to a stop in front of his patrol unit, Phipps said.
Phipps said he contacted the driver, Jospeh Lopez Villa II and he noticed a Jordan Sean Thomason in the front passenger seat and Lowery was sitting in middle of the back seat.
Phipps said Chandler Officer Brent Berry arrived on the scene to assist with the traffic stop. Phipps informed Berry about the situation and the odor of marijuana coming from the vehicle.

As the two officers continued their investigation, Villa was issued a city of Chandler municipal citation for no insurance. He and Thomason were allowed to leave and left on foot, according to the affidavit.
