Man charged with failing to notify address change

A man from Agra was charged for failing to notify the Oklahoma Department of Corrections Sex and Violent Offender Registration and/or local law enforcement of a change of address, according to court documents.

Colby Grewell, 40, of Agra, was charged on May 13 with one felony count of failure to comply with sex offender registration after being convicted of sexual battery, the filing said. He was previously convicted of a felony for living within 2,000 feet of a school in January 2023 in Lincoln County.

He made his initial appearance in court on May 14 and will return on July 23 for a pre-preliminary hearing, said court documents.

According to the probable cause affidavit, Dep. Claudio Ocasio from the Lincoln County Sheriff’s Office conducted a registered sex offender compliance check on Grewell on Jan. 16 at a residence on Hwy 18 near Agra. He arrived at an RV park and knocked on the door of a camper listed for Grewell but no one answered.

A neighbor informed Ocasio that Grewell normally arrived late in the evenings and left early in the mornings. After she was told the purpose behind the visit, the woman said that she observed Grewell on multiple occasions with a female carrying a pink backpack and thought it concerning, the report said. The woman said she would inform law enforcement if she saw Grewell again.

Ocasio then contacted the Cushing Police Department to inquire about Grewell’s whereabouts and was told that a camper associated with him had been moved, though they didn’t know where he was staying, the affidavit said. Contact was made with Grewell’s stepdad, who said he moved the camper but didn’t know Grewell’s location.

On Jan. 21, Grewell voluntarily arrived at the Lincoln County Sheriff’s Office and was questioned by Dep. Ocasio and Investigator Ogden. During this, Grewell said he had been living out of his vehicle since leaving the RV park and didn’t have a fixed address. This constitutes a violation of the Oklahoma Sex Offender Registration Act, for failing to report a change in address, Ocasio said.

Later that same day, Dep. Ocasio drove by Grewell’s father’s residence and found the camper there.The home is located within a designated school zone. He also received information from a confidential source, who said that Grewell had changed the address on his driver’s license to a residence that is located within Agra city limits and 2,000 feet of a school, the report said. When questioned about this Grewell stated that he only used this as a mailing address and didn’t actually reside there.

Ogden and Ocasio then placed Grewell under arrest for violating the sex offender registration act. He was transported to the Lincoln County Jail without incident.
