City Council to form wind farm subcommittee

The Chandler City Council voted on April 9 to create a subcommittee to research and work with the city attorney to establish a wind energy ordinance for the city.

According to the motion by Ward 4 Councilmember Robin Crouch, the ordinance will clearly define setbacks, height restrictions, nuisance levels for noise, and so on. The committee will consist of five to eight people, including a council member and a member of the planning commission.

The council also discussed changing city ordinances related to code enforcement to streamline the process for weeds and trash. Chandler’s Code Enforcement Officer Scott Wintz presented the proposal. The new process would eliminate citations and a public hearing in front of the city council, keeping it administrative.

“Most of the process is still the same. We get a complaint. I send the certified mail out… tell them they have 10 days from the date they receive the mail to clean it up. And they have 10 days to file an appeal,” he said. “So if they want to appeal the decision and it’s weeds and trash, it will go to hearing with an administrative officer.”

It would cut down the process from six weeks or more to about 21 days, Wintz said. The council voted to table the proposal until next month’s meeting. The Council also approved the preliminary plat for a commercial development across from Walmart, owned by Shoo Fly Development LLC, and the Cloudpermit Software Service Agreement for $3,000, as recommended by the code enforcement officer. Additional approvals by the Council include a $486,000 project agreement with the Oklahoma Department of Transportation for the resurfacing of half a mile of Thunderbird Drive and a contract with Rainbow Fireworks.

The Chandler Municipal Authority approved a pay application for Bennett, Inc. for $154,637.20 for the sewer rehabilitation project, another for Orr Construction, Inc. for $148,216.15 for the 12th street drainage project, and a contract change order from Cowan Group Engineering for the 12th street drainage project.
