Hearing set in death of child

A preliminary hearing has been set for a Harrah man facing a manslaughter charge or in the alternative negligent homicide after his four-year-old son reportedly jumped from his pickup truck and was run over by the vehicle.

A formal charge of second degree manslaughter, a felony, or in the alternative negligent homicide, was filed in Lincoln County District Court Aug. 3, 2023 against Randy Eugene Orr, 50.

Special Judge Emily has scheduled his preliminary hearing for 9 a.m. on April 19.

Count 1, second degree manslaughter, accuses Orr on April 20 of this year of causing the death of the four-year-old through culpable negligence of allowing the four-year-old to ride on the runner of the exterior of his vehicle while Orr was driving, resulting in the four-yearold jumping off and being run over by the defendant.

The alternative count, negligent homicide, a misdemeanor, charges Orr with causing the death of the four-year-old as a proximate result of Orr’s driving a Ford-150 in the city of Harrah in reckless disregard of others by letting the four-year-old ride on the runner of the exterior of his vehicle while he was driving, resulting in the four-year-old jumping off and being run by the defendant.

Oklahoma Highway Patrol Trooper Chad Pape, with the Traffic Homicide Unit, states in an affidavit filed in the case that on April 20 of this year he was informed of an incident that had occurred at a private residence in Lincoln County where a child had been run over by a vehicle and that the child had been pronounced dead at the scene.

Pape said he parked his patrol unit at the intersection of 1022 Road and 3300 Road in Lincoln County.

He further stated he spoke with Trooper Caleb Scott who informed him the incident had occurred at a residence further to the west but that the father, Randy Orr, had begun an attempt to drive the victim, Layton Orr, to the hospital but was told to pull over by emergency personnel while on the phone with 911.

Pape noted he requested assistance from the Lincoln County Sheriff’s Office to assist by having those not involved in the incident to wait further to the east on 3300 Road.

Pape states in the affidavit he interviewed Randy Orr, who described what had happened and how he had performed CPR on his son until EMTs arrived.
