Citizens of Davenport are once again being given the choice to change how the Town Clerk and Treasurer are chosen.
On the ballot on Nov. 3 is a proposal to change the current process for how these two positions are filled. Currently, they are voted on by residents, but if the proposal passes, the Board of Trustees would be allowed to appoint them.
The Town of Davenport has been working to get the measure passed for the last two elections, according to current Town Clerk Hillary Morris and Treasurer Whitney Clanton.
“One of the biggest concerns has been the lack of experience in key financial positions, particularly the Town Treasurer. In the past, this has contributed to issues with financial reporting, including inaccurate or incomplete audits and, in some cases, audits not being completed,” they said.
They continued that the purpose of appointing the positions would be to allow the elected Board of Trustees to evaluate applications based on qualifications, experience and the ability to perform the duties required. Both Town Clerk and Treasurer require more than everyday office work, including an understanding of accounting, bookkeeping, financial statements, profit and loss, budget management, billing trends and water loss.
“Having individuals with the appropriate knowledge and experience is important to maintaining accurate financial records and identifying potential problems before they become larger issues,” they said. “Ultimately, the goal is to ensure that the Town of Davenport has qualified individuals managing its financial responsibilities, protecting taxpayer dollars, and helping the town continue moving forward.”
Appointing these positions would not eliminate the public’s voice in local government, they said. The Board of Trustees will still be elected, though they would be responsible for interviewing, selecting and holding the appointed officials accountable.
Davenport is currently one of three communities in Lincoln County that elect the Town Clerk and Treasurer, according to the town’s Facebook page.
